A report is not a case. Intake is its own record with structured triage into four outcomes, and the jurisdictional and framework calls are recorded as human determinations with reasoning and citation — never auto-decided.
Cases run on versioned process definitions, not hardcoded logic. Ship with a counsel-reviewed 2020 Title IX template; configure durations, wording, and branding above the federal floor. A case pins to its version at opening and never silently migrates.
Deadline rules with calendar or business-day conventions and academic-break tolling. Clocks start on notice sent / deemed-delivered — never on read — and overdue alerts ping assigned staff so a matter never quietly stalls past a legal timeline.
Originals are immutable and SHA-256-hashed; redaction produces a derived file, never a mutation. A chain-of-custody log records every upload, disclosure, and status change, with controlled reciprocal-release windows.
One ordered, hash-chained transcript of every message, official notice, and memorialized meeting. Complainant-to-respondent contact is structurally impossible — no shared channel exists — with per-recipient delivery and acknowledgment tracking.
Attribute-based, deny-by-default authorization computes a scoped decision at request time from a person's live relationship to the case — a recusal removes access instantly. Every grant and denial writes to an append-only, hash-chained log.

Principles
These govern every part of the system — and they are as much about restraint as capability.
The software upholds the framework an institution and its counsel hand it, and surfaces the points that require human interpretation. It never decides what the law requires — that stays with the people accountable for it.
Institutions set the ceiling; the product guarantees the floor. Adjust durations, wording, and branding freely; values that carry legal risk warn and log an override, and integrity guarantees are structural — never disableable.
A party can always see their own case — their submissions, channels, status, deadlines, rights, and the notices and determination they're owed. A locked floor no institution can switch off; institutions may add transparency above it, never below.
A tool for organization and efficiency, not a substitute for counsel. Outputs, templates, and reminders support professional judgment and are meant for review by a qualified user.
Party experience
A grievance process is disorienting from the inside. Campus Resolve guarantees every party a clear, plain-language view of their own case — their submissions, communications, status, deadlines, rights, and the notices and determination they’re owed.
It is a transparency floor no institution can switch off. The person a case is about is never left guessing where it stands or what happens next.


Security & privacy
Security and auditability are designed in from the first component — deny-by-default access, an append-only audit trail, and structural tenant isolation — so a case can be reconstructed with confidence when it’s challenged.
Security & trustAccess is deny-by-default and attribute-based: every person sees only the cases and fields their role legitimately requires, and a recusal removes an official's access instantly.
Single sign-on (SAML / OIDC) with fallback 2FA governs who gets in, and step-up authentication is required again before the most sensitive actions.
Data is encrypted in transit and at rest, with field-level encryption applied to the most sensitive information so identifying details stay protected even inside the record.
Every significant action is written to an append-only, hash-chained audit trail that can't be altered after the fact, and a legal hold freezes record destruction the moment a matter is live or anticipated.
Each institution's data is structurally isolated from every other tenant, and FERPA-aware permissions run throughout — the record stays inside the institution, scoped to legitimate educational interest.
